In my experience, it’s more along the fact that they got caught staring, and are usually embarrassed so they look away. At least, usually.

People don’t like eye contact.
I catch people staring at me all the time for whatever reason but when you stare back they usually look away. I always thought it was funny that people teach little kids not to stare but then do the exact same thing.
